An agent placing ground transport needs three things: a price they can mark up, a written confirmation they can put in front of a client, and somebody who owns the booking after it is made. The third is the one most suppliers quietly fail.
Bookings placed on the desk are confirmed back in writing with the detail your client will actually be given, and remain the desk's responsibility until the journey is completed. If something changes en route, you are told rather than finding out from your client afterwards.
